Delhi's Chief Minister Arvind Serial explained the decision to seal the borders was taken as a preventive measure against the city's hospitals being “flooded with people from other states”. The sealing of the national capital's borders was announced on 1 June after a spike in COVID-19 positive cases was registered in neighboring state Haryana.

You see, borders between Delhi, Haryana (Guru gram), and Uttar Pradesh (Noida, Ghaziabad) have been sealed multiple times ever since the lockdown in India first started in March. The Vance Bharat Mission started on May 6th to help foreigners in India return home and help Indian nationals head back. As of December 20, nearly 39.2 lakhs stranded people have been brought in or flown back to their country through international Vance Bharat flights.

They provide scheduled flights operating from Delhi, Mumbai, Chennai, Bangalore, Pune, Amritsar, among other cities. A total of 29 international airports are operational in the country amidst the massive health crisis.

Under the mission’s Phase Five operations that lasted till the end of August, one-way repatriation flights were extended to a list of other 52 countries, including cities like Bangkok, Cebu, Bishkek, Cairo, Hong Kong, etc. Regular two-way flights operated between India and specific countries under this travel bubble arrangements during the sixth phase.

The seventh phase also saw inbound and outbound flights from countries like Bahrain, Israel, Myanmar, France, Maldives, and Vietnam, among 19 others. Scheduled commercial international flights, however, remain suspended till the end of December 2020.

Etihad Airways and Emirates have stepped up to conduct flights from India to Abu Dhabi. After the Civil Aviation Minister Harder Singh Pure announced the resumption of international flights through bilateral air bubbles, the US, Germany, and France had approved flights from India to travel to their respective nations (more countries have been added to the list since then, as stated above).
