Report “zombie-like” effects of the herbal product “AK-47 24-Karat Gold” and trace the characteristic groaning and slow mechanical movements of the arms and legs to the synthetic cannabinoid methyl 2-(1-(4-fluorobenzyl)-1 H -indazole-3-carboxamido)-3-methylbutanoate (AMB-FUBINACA). AMB-FUBINACA is estimated to be 85 times as potent as 9 -THC in activating CB1, which potentially explains the “zombie-like” effects.
On 12 July 2016, emergency responders were dispatched to the borough of Brooklyn, New York, to confront at least 33 individuals who were exhibiting “zombie-like” symptoms, including groaning and an eerie blank stare. Obtained blood and urine samples from eight of the affected individuals and, using liquid chromatography-quadrupole time-of-flight mass spectrometry (LC-QTOF/MS), identified a metabolite of the synthetic cannabinoid AMB-FUBINACA as the likely culprit for these physiological effects.
In an impressive collaboration between first responders, law enforcement, and analytical scientists, the work by Adams et al. This work highlights the obvious dangers of synthetic cannabinoids and illicit drug use and provides a scientific explanation for the recent “zombie” outbreak in New York.
The Census Bureau’s Housing and Vacancy Survey found that the number of unoccupied apartments citywide has grown 35 percent since 2014. In the 1970s to 1980s, many owners choose to divest rather than pay the taxes and upkeep on walk ups in the Lower East Side.
To help ensure this is actually happening, last July, New York City’s Housing and Preservation Department (HPD) launched an initiative designed to collect evidence of zombie homes that are not being maintained in order to share the data with the New York City Law Department, which will in turn pursue legal action against the negligent banks and services in question. In addition to ensuring the Zombie Law is enforced, the HPD initiative has two other notable goals: To develop policy strategies to address abandonment and distress and to return zombie homes to productive use, and connect struggling homeowners to foreclosure prevention resource.
In addition to identifying Zombie homes, HPD has sent letters to 22 services informing them of maintenance issues at 101 properties in their portfolios, referred 11 properties to the Law Department for potential legal action and made 8,500 “robocalls” to homeowners to inform them of foreclosure prevention resources. To complete the form, you’ll need to know the zombie home’s address, how long the property appears to have been vacant, and any specific maintenance issues that need immediate attention.
If the danger is serious but not imminent, HPD encourages you to call 311 to report the problem whether it is an overgrown lot, standing water, or a dirty or ill-repaired sidewalk. It is followed by Florida (1,027), Illinois (934), Ohio (836) and New Jersey (346), according to real estate analytics firm Atom Data Solutions.
But the firm, county advisors in Westchester and the Mortgage Bankers Association say the industry is bracing for an uptick in foreclosures in both rural and urban communities nationwide which could lead to more zombie homes in the region. The data analytics firm said most homes in foreclosure proceedings in the state are in Suffolk (15,905), Nassau (11,326) and Kings (Brooklyn) counties (11,326).
Westchester County has the sixth largest number of homes in foreclosure proceedings at 3,478. “We definitely are seeing an uptick in foreclosures coming next year based on both forbearance counts and default counts… and actually, most importantly, on unemployment rates,” said Todd Tea of Atom.
Tea, the Chief Product Officer at Atom, said that under normal circumstances, local and regional zombie home rates tend to be influenced by a combination of declining home prices, increasing negative equity and mortgage tenure. However, future foreclosure trends in New York, as a result of the pandemic, may be more directly impacted by unemployment in 2021.
Housing market analysts in Westchester and national analysts noted declines in business for large service industries like tourism and dining in states like New York, Hawaii and Florida will continue to affect borrowers' ability to repay their mortgages. Andrew Cuomo passed a foreclosure moratorium until 2021 via executive order in October.
And the passing of the CARES Act allowed some borrowers with federally backed mortgages to secure forbearance for up to a year. Foreclosure proceedings are normally concentrated in the price range below $1 million, Tea said.
But the coronavirus pandemic and uncertainty in employment for service economies heading into winter may ultimately affect mortgage borrowers with homes in all price ranges. State Comptroller Thomas Dipole's office, when asked about the trends in foreclosure, said it is still assessing what is ahead for housing markets across New York.
The number of homes (3,227) under $1 million have been placed on foreclosure proceedings since the onset of the pandemic in March. Lopez said that New York City residents moving to Westchester during the pandemic will help municipalities mitigate some damage from increased foreclosures on property tax collections next year.
“All that could change in a flash when foreclosures are allowed to resume or if the coronavirus takes a toll on the market.” But things took a turn for the worse in March when the couple saw their income diminish due to the virus and began looking for relief options.
After inquiring about the bills, Puzzle said she was told to ignore them and that the outstanding balance would be tacked to the end of the 30-year term with a corresponding number of months for repayments. “It's hard to get that sour taste in your mouth out... every step of the way it's been like getting a root canal just to navigate through the forbearance and getting out of it,” she said.
“You can't help but feel panic with COVID-19 and worry about your health and safety,” she said. Walsh, a VP of research at the Mortgage Bankers Association, said requests for forbearance have been declining nationally since they spiked at the beginning of the pandemic in April.
An uncommon drug caused a “zombie” outbreak in a New York City neighborhood this past summer, and now a new report identifies the exact compound that the affected people took. The report also shows scientists how they could identify other such drugs in the future. It's not entirely clear why the drug, which was sold under the name “AK-47 24-Karat Gold,” causes “zombie-like” symptoms, such as a slow response time to questions, and blank stares, said study senior author Roy Verona, a clinical chemist at the University of California, San Francisco.
Indeed, these “zombie” symptoms are “a little uncommon” for people who take synthetic marijuana, Verona told Live Science. Typically, the synthetic marijuana compounds found in these “mass intoxication” have more severe effects on people's health, including seizures and kidney damage, he said.
It's difficult for scientists to determine why particular drug compounds are more potent than others in humans, Verona said. Indeed, lab tests showed that AMB-FUBINACA is actually 85 times as potent as THC (tetrahydrocannabinol), the active compound in marijuana, the researchers wrote in their report.
But the researchers don't know whether that's because the compound is intrinsically potent or because there was a “misdoing” in the packets of the product that were sold commercially and taken by the people in New York, he said. But testing in animal models can take a long time, and by then, the particular type of synthetic marijuana may be off the market.
Usually, if the researchers find that one of the compounds in the samples matches the formula for any type of synthetic marijuana, “that's a tentative identification,” Verona said. But the problem is that in order to confirm the identification, researchers must match the compound they find in the biological sample to a “commercial reference standard,” he said.
Effective December 20, 2016, Sections 1308 and 1310 of the NewYorkReal Property Action and Proceedings Law (RP APL), obligates mortgagees and services to assume certain responsibilities in connection with vacant and abandoned residential properties securing mortgage loans in their portfolios. Mortgagees and services are reminded that RP APL Sections 1308 and 1310 only apply to 1-4 family properties that are subject to a mortgage.
